Quadrant Rail Consulting (QRC) supported the WestGo consortium (UGL, ComfortDelGro, CPB, and Acciona) in the bid for Australia’s largest infrastructure project—an automated metro line connecting the new Western Sydney Airport to surrounding job hubs and the wider Sydney network.
QRC led the operations stream, embedding the operator’s DNA into the bid and shaping key operational elements including the Concept of Operations, timetabling, rostering, incident management, and OCC design. We also participated in technical workshops with D&C contractors to influence the systems and station design, and were later appointed Project Director to lead the Best and Final Offer (BAFO) phase. While the consortium was not ultimately selected due to CAPEX considerations, our O&M solution was highly praised by Sydney Metro for its customer focus, operational readiness, and safety approach.
The success of QRC’s leadership and integration efforts was reflected in the consortium’s continued collaboration, with QRC retained as Project Director for the subsequent Sydney Metro West bid.
