Quadrant Rail Consulting (QRC) supported the Jerusalem Blue Line project, a 31 km light rail expansion expected to serve over 250,000 passengers daily. Working closely with the client consortium and engineering firm SENER, QRC was responsible for the development and optimisation of more than 70 timetables across four scenarios, as well as crew scheduling and rosters compliant with local labour requirements.
QRC also contributed directly to the Operations Phase Plan, including normal, degraded, and emergency operations content. We provided key inputs to the financial model, including vehicle utilisation, trip metrics, and staffing performance. Despite the international nature of the project team, QRC became the primary operations contact, delivering on time and with flexibility across multiple time zones.
